CARM Portal Maintenance Oct 6: New Registration and Enrollment Offline 03:00-06:00 ET

CRA system maintenance takes CARM's business registration and program enrollment functions offline for three hours Tuesday morning. CAD filing and release run normally. The blackout only hits new BN15 registration, new CARM accounts, and new program enrollments.

The CBSA notice is narrow: Tuesday October 6, 2026 from 03:00 to 06:00 ET, the CARM Client Portal’s business registration and program enrollment functions go dark for CRA system maintenance. New CARM accounts, new business number registration, new program enrollments all offline. Everything else runs.

If you’re filing CADs, paying duties, pulling Statements of Account, or checking release status, you won’t notice. The three-hour window is a non-event for anyone already in the system. But if you’re mid-onboarding a new NRI client, setting up a first-time importer’s CARM access, or enrolling in a CBSA program before a compliance deadline, this is the kind of timing collision that burns a day.

What’s Actually Down

The CRA system maintenance hits three registration and enrollment paths:

New CARM Client Portal accounts. A first-time user creating their login and linking to a Business Number can’t complete the flow during the window. If they start the process at 02:55 and hit submit at 03:02, it fails.

New Business Number (BN) registration. An NRI who doesn’t have a BN15 yet and needs one to import can’t register during the blackout. The CRA integration that validates and issues the BN15 is part of the affected system.

New program enrollments. Registering for CBSA programs through the portal (CSA, for example, or any program that requires enrollment before filing) goes offline.

What’s NOT affected: CAD filing and release, duty and tax payments, account statements, importing against an existing CARM account. If your BN15 is already live and your CARM portal account already exists, you won’t see a blip.

Who This Actually Hits

The 03:00-06:00 ET window is smart scheduling. It’s outside business hours for most of the country, and the CRA is giving three hours of runway before the East Coast workday starts. For established importers, it’s invisible.

The trap is for anyone racing the clock on new onboarding. Three scenarios we see regularly:

First-time importer with goods inbound. A company importing for the first time, no BN15 yet, no CARM account, and a container due at the Port of Montreal Thursday morning. They need portal access to authorize the broker to file the CAD. If they’re trying to complete registration Tuesday morning and the system is down until 06:00, that’s a three-hour delay on a timeline that’s already tight. Miss the window and you’re filing late, paying late, or holding cargo.

New NRI setup mid-shipment. A U.S. supplier selling DDP (Delivered Duty Paid) into Canada for the first time, and the Canadian customs broker is setting them up as a Non-Resident Importer. The NRI needs a BN15. If the broker is trying to register the BN15 Tuesday early morning to meet a filing deadline later that day, and CRA’s system is offline until 06:00, the whole timeline shifts. The broker can’t file the CAD without the BN15 live in CARM, and the importer can’t release the goods.

Program enrollment with a compliance deadline. A company enrolling in CSA or another CBSA program to meet a compliance deadline or take advantage of streamlined release procedures. If enrollment has to be complete by a certain date and the importer is cutting it close, a three-hour blackout Tuesday morning can push them past the deadline.

None of these are theoretical. We see the first-time importer scramble monthly. The usual version: goods land, the company realizes they need CARM access, they try to register, and they’re either cutting it close or they’ve already missed the release window. A three-hour maintenance blackout on top of that timeline is the difference between same-day release and a detention bill.

The Fix

If you’re onboarding a new client, setting up an NRI, or enrolling in a program this week, front-run the window. Complete the registration Monday, or wait until after 06:00 ET Tuesday. Don’t count on finishing early Tuesday morning.

If you’re a first-time importer and you don’t have a BN15 or CARM account yet, and you have goods inbound later this week, start the registration process now. The BN15 and CARM account setup through a licensed broker can take a day even when the system is up. Trying to do it the morning of your shipment arrival, especially during a maintenance window, is a recipe for delays.

For everyone else, this is a non-event. Your CAD filings run. Your payments clear. Your Statements of Account are still there. The maintenance window only touches new registration and enrollment, not ongoing operations.

The CBSA’s System Outage Contingency Plan (SOCP) procedures technically apply, but in practice there’s no contingency for “I need a BN15 right now and CRA’s system is down.” The contingency is: wait three hours, or plan around it.

Most CBSA maintenance notices are shrug-and-wait noise. This one is narrow, well-timed, and only bites if you’re mid-onboarding. If you’re not setting up a new account or enrollment this week, you won’t notice. If you are, you now know when to avoid hitting submit.

If you’re setting up a new NRI or onboarding a first-time importer and the timeline is tight, that’s exactly the kind of sequencing we map out ahead of release day. Get in touch.
