CBSA EDI and eManifest Portal Delays: What the 3–5 Hour Outbound Lag Means for CARM Filing

CBSA outbound messaging is running 3–5 hours behind. Inbound transmission works, but acknowledgements, reject notices, and RNS messages are delayed. Here's how that lag hits CAD filing, release windows, and CARM Portal reconciliation.

The Current State

CBSA published update 47 on April 25, 2026, confirming that inbound EDI and eManifest portal messages are processing without delay, but outbound responses are running 3–5 hours behind. That means your broker’s CAD submission goes in clean, but the acknowledgement, reject notice, RNS (Request for Number Substitution), or completeness notice comes back mid-afternoon when you filed at 10 a.m.

If you’re filing a handful of entries a week, this is noise. If you’re running twenty CADs a day across multiple ports and counting on same-day release-prior-to-payment or RMD clearance, the lag compounds fast.

Where the 3–5 Hour Window Hurts

Release Prior to Payment and RMD Timing

Most commercial clearances under CARM rely on release prior to payment using an RPP bond. The workflow assumes you receive an acknowledgement or a reject within an hour, correct the error if needed, and move the shipment before end of business. A three-hour delay on a reject notice means you don’t see the H0164 code error until after lunch. If your drayage window at the Montreal sufferance warehouse closes at 3 p.m., the container sits another day.

RMD (Release on Minimum Documentation) is even tighter. You’re filing minimal data to get the goods moving, then amending within five business days. If the initial RMD transmission doesn’t return an acknowledgement until late afternoon, you lose the same-day pickup.

PARS and ACI Cargo Control

PARS (Pre-Arrival Review System) submissions depend on the cargo control document matching the CAD. If your freight forwarder transmits the ACI eManifest and CBSA’s outbound conveyance release notice is delayed by four hours, the carrier may not know the shipment is cleared for pickup. We’ve seen drivers arrive at the CFS, get told the release isn’t in the system yet, and leave. The shipment then moves to the next day’s dispatch, and you’re paying another day of terminal storage.

CBSA’s eManifest portal processes inbound data fine, but the acknowledgement loop is where drayage coordination breaks down.

CARM Portal Reconciliation and K84 Statement Timing

The CARM Client Portal displays your monthly K84 statement, which rolls up all CAD filings, duties, and GST. If outbound acknowledgements are delayed, the portal may not reflect your current-day filings until evening. That’s a problem if you’re trying to reconcile your RPP bond usage in real time or confirm whether a payment posted before the monthly cutoff.

RPP bonds are sized based on average monthly duty and GST liability. If the portal is showing stale data because acknowledgements are lagging, you can’t confirm whether you’re bumping up against your bond ceiling. We had one client last quarter who filed six high-value electronics entries on a Friday, didn’t see the acknowledgements until Saturday morning, and spent the weekend unsure whether Monday’s inbound would trip the bond limit. It didn’t, but the uncertainty held up a purchase order.

What Doesn’t Break

Inbound transmission still works. Your broker can submit CADs, origin certificates, SIMA documentation, and CFIA import permits without delay. The data gets into CBSA’s system. The problem is purely the return path.

If your compliance program relies on filing well ahead of arrival and you’re not watching the acknowledgement in real time, you won’t notice this at all. File Tuesday for a Thursday arrival, and the three-hour delay is invisible.

The Operational Workaround

Brokers are filing earlier in the day and padding the timeline. If a shipment arrives at 8 a.m. and you’d normally file at 10 a.m. expecting release by 2 p.m., you’re now filing at 8 a.m. and assuming acknowledgement by noon. That works if your data is clean. If the CAD comes back with an H0164 HS classification error or a missing CUSMA certificate of origin, you’re already into the afternoon and the drayage window is closing.

The other mitigation is phone follow-up. If the acknowledgement hasn’t returned in two hours, call the port. CBSA’s Telephone Reporting Centre can confirm whether the entry is in the system and cleared, even if the outbound EDI message hasn’t transmitted yet. That manual step adds time, but it’s faster than waiting for the delayed notice.

SIMA and NRI Notices

SIMA (Special Import Measures Act) filings often trigger additional CBSA scrutiny. If you’re importing subject goods and waiting for a completeness notice or a request for NRM (Normal Value) documentation, a five-hour delay means you’re into the next business day before you can respond. SIMA deadlines are tight. Missing a response window because the outbound notice was delayed is a lousy reason to extend clearance by a week.

NRI (Non-Resident Importer) penalty assessments also move through the portal. If CBSA issues an AMPS (Administrative Monetary Penalty System) notice and the outbound message is delayed, you’re losing hours on your response clock without knowing it.

When This Likely Resolves

CBSA has published 47 updates on this issue, which suggests the underlying system load or infrastructure bottleneck is stubborn. Inbound processing capacity is fine, so this isn’t a CARM architecture failure. It’s more likely a message queue or network relay chokepoint. That kind of issue usually resolves in days to weeks, not months, but there’s no published end date.

If you’re planning a high-volume import week and your freight coordination depends on same-day CAD turnaround, assume the delay persists and file earlier.

What We’re Doing

We’re filing CADs two hours earlier than normal and calling the port if we don’t see an acknowledgement within ninety minutes. For clients running release prior to payment on tight drayage schedules, we’re confirming clearance by phone before dispatching the driver. It’s an extra step, but it keeps containers moving.
